Long ago, war broke out between the regions of Kanto and Kansai, splitting the country in two. Kansai became a vassal state of Kanto and developed characteristic advancements. However, with the decline of the government and the police force, crime ran rampant. Those criminals are called Akudama. This crime action story is set in a highly advanced, yet twisted society, and each Akudama has a different method of coping. The individual styles of each Akudama will collide as they finally assemble for one purpose.

In the city of Rakkachou, also known as "Yakuza Town," Megumi, a high school student, returns home only to find her beloved dog brutally murdered. The culprit's intention was to use the violent act as leverage to force Megumi's mother into selling their house to some unscrupulous land sharks. As the chaos unfolds, Megumi catches the attention of someone unexpected - Hiromasa "Nine" Tsukumo. Nine is an enigmatic character followed by a powerful creature with grotesque features that only Megumi can see. Nine's mission is to create his own yakuza group to defend the innocent residents of the town. By joining forces with Nine, Megumi is drawn closer to discovering the truth about their world.
